VLT terdiri dari 3 komponen utama yaitu perilaku kepemimpinan transaksional, perilaku kepemimpinan transformasional, dan karakteristik kepemimpinan transformasional (Sashkin, 1989). Komponen utama dari VLT membawa pada konsep bahwa kepemimpinan adalah perilaku dan keterampilan yang dapat dipelajari. Karena setiap pekerjaan memiliki komponen yang dapat diukur untuk mengetahui potensi pengembangan dari manajemen.
